Grant County Court Record Types
The local court of record is the Grant County District Court. It has general original jurisdiction over criminal and civil cases, including divorce, domestic relations, probate and administration of estates, guardianships, conservatorships, juvenile matters, care and treatment of mentally ill persons, damage suits, and small claims. Ulysses Municipal Court is separate. It handles violations of City of Ulysses ordinances and many city traffic matters.

The statewide district court system matters because Grant County is part of the 26th Judicial District with Haskell, Morton, Seward, Stanton, and Stevens counties.

Grant County Court Records Access
Kansas public access starts with the Kansas Open Records Act policy in K.S.A. 45-215, which favors inspection of public records unless another law closes them. Court records have their own access rules. Kansas Supreme Court Rule 22 covers public electronic access to district court case records and events indexes, while Rule 106B addresses electronic public access through courthouse terminals and remote access.

When an online result is not enough, a request to the Clerk of the District Court should identify the case number, names, date range, case type, and exact document needed.
Grant County also has a county Freedom of Information Officer in the County Clerk's office for non-court county records. That route is useful for county administrative records, not for replacing a court-record request to the Clerk of the District Court. The county asks requesters to be specific, and most county open-records responses are produced within three business days or followed by a written explanation of delay or denial.
Fees can differ by request type. The county open-records process allows charges for staff time and copying or reproduction costs, and fees may be requested in advance. Kansas court-copy guidance in the research identifies 25 cents per page for copies, $10 per certified document, and mailing charges of 50 cents for the first five pages plus 25 cents for each additional five pages. Ask the clerk for the current amount before mailing a request or expecting a certified document.

Restricted Grant County Court Records
Several Grant County court record categories can be closed, redacted, or limited. Juvenile matters are not ordinary public case files. Adoption records are generally restricted. Mental-health and care-and-treatment proceedings may include medical and personal information. Sealed and expunged records are limited by court order or statute. Public records may also remove Social Security numbers, financial account numbers, protected addresses, medical facts, and minor names.

Rule-based access is why one Grant County court record may show a public events index while another case with a similar topic may show little or no detail.
Adult expungement is handled under K.S.A. 21-6614, and juvenile expungement is handled under K.S.A. 38-2312. For city ordinance or city traffic cases, contact Ulysses Municipal Court instead of the district court. For land records, recorded instruments, and deed research, the Register of Deeds is the proper office. For non-court county agency records, the County Clerk and Freedom of Information Officer handles open-records routing.
Grant County record routing is practical and office-specific. District Court files are on the courthouse second level. County open-records requests go to the County Clerk on the main level. Recorded land instruments are handled by the Register of Deeds on the lower level. Jail, sheriff process, and law-enforcement questions route to the Law Enforcement Center at 210 E. Central Avenue, not to the court-records counter.
